BACKGROUND
IUCN opened a Centre for Mediterranean Cooperation in Malaga in 2001 with the financial support of the Ministry for Environment of Spain and the autonomous regional Government of Andalucia.
The mission of the Centre is "To influence, encourage and assist Mediterranean societies in achieving both the conservation and sustainable use of natural resources, and sustainable development". The Centre fits in the category of IUCN´s Programme offices and has currently a staff of 16-20 professionnals and an annual budget of approx. 2,000,000 Euros. IUCN is now seeking a new Director / Programme Coordinator to take the Centre and Mediterranean programme forward to the next stage of its development.
OVERALL RESPONSIBILITIES
The Director / Programme Coordinator leads the strategic development and effective implementation of the Mediterranean component of the integrated IUCN Programme, including the IUCN sub-regional programme for North Africa. This position requires competencies across a broad spectrum of subjects ranging from biodiversity and ecosystem-based resource management strategies, projects and policies to organizational & human resources management and financial planning. The programme is implemented in collaboration with more than 170 IUCN Members and partners in the region.
The Director / Programme Coordinator is responsible for maintaining a high and professional corporate profile for IUCN, particularly with IUCN Members, partners and donors. The incumbent is accountable for viability of the programme and all financial, personnel and administrative matters and is also responsible for ensuring financial sustainability of the Centre.
The Director / Programme Coordinator will work closely with the IUCN Regional Offices for Pan-Europe, West Asia, Central and West Africa and Eastern and Southern Africa as well as with IUCN´s Global Thematic Programmes in developing the Centre´s activities.
SPECIFIC DUTIES AND RESPONSIBILITIES
1. Represent IUCN in the Mediterranean region in a manner that promotes IUCN´s Mission and Programme, and enhances the status of the Union among decision-making bodies, intergovernmental agencies, non-governmental organisations and the private sector.
2. Oversee preparation, implementation, evaluation and reporting of multi-year and annual programmes for IUCN´s work in the Mediterranean region.
3. Initiate and facilitate initiatives and dialogues on key issues of conservation policy based on IUCN´s regional and global priorities.
4. Liaise with IUCN´s global secretariat and Commissions for the purpose of enhancing the work of IUCN in the Mediterranean region.
5. Develop and maintain long-term fund-raising strategies and nurture relations with the donor community in the Mediterranean region.
6. Assume the operational management of all IUCN activities in the Mediterranean region and ensure adequate maintenance of financial, human resources and other relevant policies and procedures.
7. Oversee recruitment and administration of IUCN staff in the Centre, including performance assessment, annual work plans, and evolving employment conditions consistent with IUCN policies.
8. Ensure adherence and compliance with IUCN global and local policies, procedures and systems.
9. Develop and maintain regular contact with governments, existing and potential IUCN Members, partner organisations, Councillors, Commissions, Regional and National Committees of Members.
10. Act as focal point for Mediterranean Action Plan.
REQUIREMENTS
• Post graduate/advanced degree in a subject related to conservation and sustainable development.
• At least 15 years´ professional experience in management of a conservation/sustainable development programme, of which a minimum of 5 years shall be at the international level.
• A good knowledge of the Mediterranean region, its environment challenges, actors and politics.
• Extensive knowledge of global and regional conservation and sustainable development policy issues.
• Experience in strategic management and leadership of networks as well as fund-raising.
• Ability to lead and motivate a diverse and multi-cultural team within a complex, decentralized organisation.
• Broad experience in managing financial and human resources.
• Ability and experience in conflict management and mediation.
• Communication, negotiation and networking skills.
• A proven ability to raise funding for programme and project activities.
• Excellent command of English and Spanish is required. Good knowledge of French and or Arabic will be an asset.
SALARY
The gross annual salary for this position is in the range from EUR 62´383 to EUR 77´979.
